How we work
TestCMS is a pooled collaborative fund, where multiple donors combine resources into a shared fund that is strategically invested across the field.
Instead of each donor funding separate projects in isolation, the fund builds a coordinated portfolio across research, tools and systems so investments reinforce each other.
This matters because no single program can solve the problem alone. Research, tools, and system adoption need to work together - evidence informs better tools, tools help change systems and systems enable policy change and long-term funding.
